I am forwarding the reply I got from my tenant for today's sent email.

Please let me know how to proceed from now on: Should we send the HOA rules? Should I write to her? Should I formally hire you so it's understood that this is a serious matter? I would like to avoid legal problems in all aspects: city (code compliance), from the neighbors, from the tenants.

Maybe the information about animals wasn't included in the lease agreement. I simply assumed that they were coming into it (lease/unit) with one pet, and that it would stay that way. This pet paid a $300 fee. The second dog moved in without them letting me know.
